Florence Rice, RN, Ed.D, Director of Nursing at the Madison Health Department, received the New Jersey Association of Public Health Nurse Administrators (NJAPHNA) 2009 Nurse Administrator of the Year award. Ms. Rice was presented the prestigious award at the organization’s annual meeting and luncheon held this year at the Nassau Club in Princeton on December 15.
Kathryn Whitehead, nurse supervisor from Hanover Twp. Health Department noted in her presentation of the award that Dr. Rice spearheaded the NJAPHNA education program in "Core Public Health Activities" inservices and training, professional workforce development, advocacy for a NJ state nurse representative, and overall leadership in the organization. Rice has served as a board member of the state professional organization for ten years.
Ms. Rice was surprised to be joined by her son Ian and his wife Maina of New York City and her sister, Ceane Rabada of Pennsylvania at the luncheon. John Theese, Madison Health Officer and Marlene Dolan, RN, Rice’s colleague at the Madison Health Department, also joined the celebration.
"Flo" Rice has been the director of nursing at the Madison Health Department since 1995. In her capacity as director, she has been instrumental in writing grants and preparing the department’s emergency response plan. She oriented and trained members of the Medical Reserve Corps for Madison and contracting towns. She addressed and implements the New Jersey mandated essential services for the department. This includes selected clinical services and immunizations for adults and children, communicable disease investigations and school and nursery school immunization audits. As its clinical director, Rice responded to the H1N1 pandemic that started in April by working with many community partners and Medical Reserve Corps volunteers in coordinating education, surveillance and the H1N1 vaccination program.
In addition to Madison, the Health Department provides population-based services to Chatham Borough, Chatham Township, Morris Plains and Victory Gardens. Butler will be added in January 2010.
The mission of the New Jersey Association of Public Health Nurse Administrators is to promote, protect and preserve the public’s health through the exchange of ideas among Public Health Nurse Managers and other Public Health Professionals
